The Head of the Popular Mobilization Authority, Faleh Al-Fayyad, confirmed that the fatwa of the competent jihad turned the scales from brokenness and frustration to challenge.

The head of the Authority said on the ninth anniversary of the founding of the popular crowd: "The (massive) response was expressing the greatness and importance of the fatwa launched by the supreme Religious Authority, which was not related to a sect or religion, but rather concerned all Iraqis and represented the extent of the religious authority's trust in the Iraqi people and responded to it with this understanding."

Al-Fayyad explained that the circumstances and repercussions of establishing the Popular Mobilization were very difficult, stressing that the Popular Mobilization fought before it was called and went out to the field before it was organized, stressing the importance of the Popular Mobilization and preserving its advantage as an institution that pulsates with the jihadist sense.

The Head of the Authority stressed that the fatwa of the competent jihad, which produced a systematic force with a tyrannical jihadist spirit, must be preserved, noting that the Iraqis, with their steadfastness and sacrifices, and with all their cultural heritage and the integration of its security forces that fought shoulder to shoulder, were able to defeat ISIS, which was a challenge not to Iraq but to the region and to achieve a global victory resounding in the name of Iraq.
