Ministry of Human Resources Drives Transformative Social Empowerment

Riyadh: The Ministry of Human Resources and Social Development has transformed Saudi Arabia's social sector from a traditional welfare model to a sustainable developmental empowerment system, achieving record results aligned with Vision 2030.

According to Saudi Press Agency, the social security program has shifted from financial aid to a platform for empowerment. In 2025, initiatives reached around 100,000 beneficiaries, providing employment, training, entrepreneurship support, and integration into the productive workforce.

The ministry has achieved outstanding international recognition in the field of disability services, driven by innovative technological solutions. Its flagship digital card initiative serves over 850,000 beneficiaries, granting automatic access to multiple services without manual applications. It has also expanded smart services through its unified mobile application, offering features such as instant sign language interpretation, visual assistance for the visually impaired, and a digital tool to locate accessible public spaces, enhancing independence and supporting the full integration of persons with disabilities into society.

Social responsibility also saw remarkable progress. The International Forum for Social Responsibility and the Corporate Social Responsibility Award helped raise private sector engagement, with 72% of major companies implementing programs and 558 cooperatives active nationwide.

Digital empowerment initiatives for senior citizens include the Digital Senior Citizens' Privilege Card, granting priority access and discounts on public services. The ministry has also introduced digital initiatives to empower senior citizens, most notably the Privilege Digital Card, which provides priority access to services and discounts on select public offerings.

Orphan support programs resulted in 80% employment for job-seeking orphans and over 3,200 trained through rehabilitation programs, with services fully digitized for accessibility.

These achievements reflect the ministry's commitment to a citizen-centered social development model that promotes empowerment, social justice, and inclusion, supporting a vibrant society and thriving economy in line with Vision 2030.
