Riyadh: The Ministry of Municipalities and Housing announced that the Balady platform now enables users to obtain building occupancy certificates electronically, allowing beneficiaries to complete post-construction procedures and receive the certificate without visiting municipal offices. This step is part of the ministry's efforts to expand digital services, improve the efficiency of municipal services, and enhance the user experience.
According to Saudi Press Agency, the occupancy certificate is an official document confirming that a building has been completed in accordance with the approved building permit and regulatory requirements. It represents a key stage in the construction process and enables beneficiaries to complete property-related procedures and access associated services with ease.
The ministry added that the competent municipality reviews and verifies each application through an on-site inspection before approving the certificate upon completion of the required technical procedures and payment of applicable fees. The occupancy certificate is then issued electronically and made available for beneficiaries to print and use without the need to visit municipal offices.
It noted that the main requirements for obtaining an occupancy certificate include a building permit that was issued at least six months earlier and has not previously been granted an occupancy certificate, payment of all service fees and outstanding dues, contracting an accredited engineering office for non-residential properties, and fulfilling the requirements for latent defects insurance in accordance with the applicable regulations.
The ministry also stressed that the Balady platform proactively issues a building compliance certificate immediately after the occupancy certificate procedures are completed and the required fees are paid, without the need to submit a separate application, helping streamline procedures, shorten processing times, and improve service efficiency.
